I am Sanford I. Horowitz, but you can call me Sandy. With over thirty years of experience, I have been representing victims of elder abuse, nursing home neglect, and other forms of long-term care mistreatment. Since being admitted to the California Bar in 1987, I have focused my career on advocating for the most vulnerable members of society. My practice has been exclusively dedicated to plaintiffs’ elder abuse litigation since 1993. My contributions to elder law in California have been significant. As Lead Trial Counsel and Co-Appellate Counsel in the landmark California Supreme Court case Delaney v. Baker (1999) 20 Cal.4th 23, I played a pivotal role in establishing that the Elder Abuse and Dependent Adult Civil Protection Act (EADACPA) applies to nursing homes as healthcare providers. This decision by the Court recognized the right of elders and their families to seek enhanced remedies against facilities that engage in reckless neglect, leading to stronger protections and accountability across the state. I have been acknowledged as a leader in my field, receiving numerous honors for my work and serving as a speaker and moderator at legal seminars and professional trainings on elder abuse and nursing home litigation. Most recently, the California Advocates for Nursing Home Reform (CANHR) honored me with the William F. Taylor Memorial Award during its annual conference, in recognition of my efforts to prevent elder abuse and promote justice for California’s long-term care consumers. Originally from Long Island, New York, I moved to Northern California in 1984. I am a proud graduate of the University of San Francisco School of Law and hold an undergraduate degree in political science from Tulane University. I live with my wife and enjoy exploring natural landscapes, attending New Orleans parades, and spending time with my grown children.
