Norman David Thomas

Dave Thomas is a transactional attorney focusing on real estate and finance. Over his more than 30 years of practice in the real estate law area, Dave’s work has encompassed a broad spectrum of transactional matters involving purchase and sale, development, redevelopment, land use, and leasing. At this stage of his career, Dave’s particular real estate law focus is in representing REITs and investors in the purchase, sale, and financing of multifamily properties located in California and the other western states. This practice includes the purchase, sale, and financing of properties developed as affordable housing, utilizing low income housing tax credit and related bond and public financing. Dave’s finance practice specializes in representing Community Development Financial Institutions (CDFIs), special purpose funds, and financial institutions meeting Community Reinvestment Act objectives in providing funding for the acquisition, development, and operation of affordable housing, charter schools serving low-income students, child care and health care centers, and other community development purposes. Dave’s work in this area involves projects throughout the United States. For 12 years, Dave has served as pro bono general counsel and a board member to InnVision The Way Home, a Silicon Valley shelter and service non-profit serving thousands of homeless and at-risk persons each year. Dave was appointed to the City of San Jose 2020 General Plan task force and the City’s committee to re-write the zoning ordinance of the Downtown Core Area. Dave received his law degree in 1980 from the University of California, Hastings College of the Law and his undergraduate degree in 1977 from University of California, Berkeley, where he graduated summa cum laude. He is a member of Phi Beta Kappa. Dave is a fifth generation Californian born in the Central Valley. Dave is also a musician and avid reader.
