Kathleen Gallagher is a partner at Gallagher & Lipshutz where she represents whistleblowers in False Claims Act, qui tam, and retaliation matters involving fraud against government programs. Her practice focuses on healthcare fraud, Medicare and Medicaid fraud, kickbacks, PPP fraud, IRS fraud, and personal injury cases. Kathleen builds cases carefully from the ground up. She works with whistleblowers to evaluate evidence, investigate misconduct, develop strategy, and present well-supported matters to the Department of Justice, U.S. Attorneys’ Offices, and state attorneys general.
