Amy Petre Hill

My name is Amy Petré Hill, and I am a disability rights attorney with more than 20 years of experience in legal advocacy, Medicaid planning, and disability law. I work out of Denver, Colorado, and represent people across the state. I am the Co-Director of the Individual Advocacy Program at the Colorado Cross-Disability Coalition (CCDC), where I focus on Medicaid advocacy, appeals, and policy work with HCPF and CDHS. I am also moving into an attorney position with CCDC's Probate Power, helping individuals and families with estate planning, special-needs trusts, guardianships, and conservatorships. I started my legal career in 1999 as an intern with the San Francisco Public Defender's Mental Health Unit. After earning my J.D. from the University of California College of the Law, San Francisco in 2001, I became the Learning Disability Access Fellow at Disability Rights Advocates in Oakland, California. Later, I opened my own special education law practice, offering sliding-scale representation. I joined CCDC in 2023 as Assistant Director of Appeals and Eligibility and became Co-Director in 2025. Alongside my legal background, I earned a Master of Divinity from the Iliff School of Theology in 2016. I was the LEND Spiritual Care Fellow with JFK Partners, Colorado's University Center of Excellence in Developmental Disabilities (UCEDD), and I am a certified Mental Health First Aid instructor. I also started the interfaith Mental Health & Inclusion Ministries and led it from 2021 to 2024. My work is grounded in a strong understanding of the legal, systemic, and personal sides of disability. This helps me advocate for my clients at every level.
