He is known for thorough preparation, effective advocacy, and a results-oriented approach to negotiation and litigation. Born and raised on Maui, Samuel graduated as valedictorian of Baldwin High School, where he was a four-sport varsity athlete. While in law school, he served on the University of Hawaii Law Review and received the U.S. Department of Education Foreign Language and Area Studies (FLAS) Fellowship. Samuel began his legal career in Washington, D.C. with Norton Rose Fulbright, representing Fortune 500 companies and executives in matters involving federal agencies, including the U.S. Department of Justice, Securities and Exchange Commission, and Commodity Futures Trading Commission.
